从上世纪 60 年代晚期到 70 年代早期，纽约的长岛铁路公司获得大都会运输署的资助，展开了一项列车更新的大工程，并购买了 770 台由巴德公司和通用电气公司生产的 M1 电力动车组。M1 电力动车组最初被命名为“大都会”，它们很快成为了长岛电气化铁路上的主力军。随着长岛铁路公司的业务发展和电气化轨道的延申，从 1984 年到 1986 年，长岛铁路和大都会运输署又向巴德公司购买了 174 台相似的 M3 电力动车组。
长岛铁路的 M3 列车组长 85 英尺，由不锈钢铸成。这些机车由长岛铁路的第三轨系统直流电提供动力，配有四台 160 马力的牵引机和通用钢铁（GSI）制造的转向架。这些用途广泛的电力动车组两组配合使用，在长岛铁路的运行速度最高达到 80 英里/小时（129 千米/小时）。
