到了 50 年代，德国铁路公司出现小型调车机车短缺的现象，因此计划购买一组新的机车，许多大型机车生产商都加入了设计生产这款新机车的队伍。
最早的几辆原型机车在 1955 年问世，这款新的机车叫德铁 V 60，很快进入大规模生产。到 1964 年停产为止，共有 942 台 V 60 机车被生产制造。其中有两种主要机型，一种为轻型，一种为重型，用于不同的货运任务，根据计算机分类系统，它们分别被命名为 260 型和 261 型。
